Modifying the External Governance team in the following ways:

Description
Change current multisig members to the protocol leads
- Change current multisig members to the protocol leads
- update protocol lead’s responsibilities to include executing multisig when the time comes.
- Create a new multisig for dao and transfer ENS to it
- Protocol leads don’t have to ask a multisig to mobilize when there’s votes. Members on the multisig not interested in external governance don’t have to be pushed to vote every time there’s proposals.
- Protocol leads can get more access to their protocol, for example maker lead can comment on proposals in the governance portal.
- UPenn also does this
- Following the model with multisig = BoD = core team, it will be unrealistic to get the entire
BoD to execute polls and proposals especially in a high volume protocol like maker.
